Latest statistics show South Africa as having over 12 million people in formal or informal, full or part-time education at one or other level. This is equal to more than 25 per cent of its population. Such a high percentage represents a major logistical and financial burden for the country which it is seeking to meet. There are around 400,000 teachers working in the State’s over 26,000 schools. There are some 1,100 schools registered as independent or private. Of the combined 27,000 schools roughly 6,000 are high schools with the rest being primary schools. The national department of education is responsible for education across the country as a whole, while each of the nine provinces has its own education department. The central government provides a national framework for school policy, but administrative responsibility is at Provincial level. Some decision making takes place at a local level via elected school governing bodies, which have a significant say in the running of their schools.

Schooling comprises 13 years or grades, from Grade 0, otherwise known as Grade R or Reception Year through to Grade 12 or Matric, the year of matriculation. Current legislation makes education is compulsory for all South Africans from age 7 to age 15, or the completion of Grade 9. The matric pass rate has been steadily improving from a 40 per cent pass rate in the late 1990s to a current pass rate of around 70 per cent.

South Africa has a number of well respected Universities many of which continue to engage in cutting edge research in certain spheres. It is worth remembering that the world’s first human heart transplant took place in a hospital in Cape Town. Although subsidized by the state, the universities are autonomous, reporting to their own councils rather than government. South Africa compares favourably with most other countries in terms of the percentage of its total built that is destined for Education. Currently around 20 per cent of the total national budget is spent on this sector with, in 2006, education receiving some R92 billion.

Although the current government is working to redress the injustices of earlier times the legacy remains. Current statistics show around 65 per cent of whites over 20 years of age and 40 per cent of Indians of the same age obtaining their High school matric or higher qualification. However; only 14 per cent of blacks and 17 per cent of coloureds achieve this level. Private schools, in terms of their current numbers, are a more recent phenomenon, South Africa now has some 340,000 students in these institutions. The principal growth in private education has been since 1994. The government clearly has to continue to prioritise its resources towards the least well-off in society, which means that the many new residential communities in major cities such as Johannesburg and Cape Town do not receive funding for new state schools. Here is where private, fee paying schools are most in evidence. As there has been phenomenal growth in residential building so has this been mirrored by an increase in private educational establishments. A further development has been the growth of corporate management of private education with both South African and International Education Companies extending their presence.
